When you got this error message in windows 8.1 | windows 10 you use several methods i think. no method it's working am right. then what we do now it's simple. several times you restart the message like comes below 1.1 fix code error image. and other error like 1.2 fix code error image.

You select Advanced options >> Troubleshoot >> Reset this pc >> then here show 2 options 

1.  Keep my files(it's in boot able drive personal files not deleted) but all program files apps installed software's deleted. 
2. Remove everything(Total delete everything in booting drive install this running windows again)

you choose better option for your convenient. I Choose Remove everything because no imp files in my C Drive after several minutes or before an hour your new operating system was run.
